NZART Compliance Introduction

Does My Station Comply with RF Field Level Limits?

In New Zealand, central government does not have any regulatory responsibility for controlling electromagnetic field exposure from radio transmitting stations. Instead, following a precedent set in Palmerston North, it is expected that any activity which emits radiofrequency fields will be a permitted activity under the Resource Management Act, provided the radiofrequency field exposures comply with New Zealand Standard NZS 2772: Part 1:1999 "Radiofrequency Fields - Maximum Exposure Levels - 3 kHz to 300 GHz". The NZART compliance level framework has been developed to enable amateur radio operators in New Zealand to determine whether or not their station complies with NZS 2772.

The framework is modelled on that introduced in Australia by the Australian Communications Authority. Your station will probably comply if the total average power fed to all antennas at the site does not exceed 100 watts and the antennas are out of reach. For more details, see Self-Assessment.

For information on radiofrequency field exposure issues in New Zealand, see "National Guidelines for Managing the Effects of Radiofrequency Transmitters", Ministry for the Environment, ME number 377, December 2000, http://www.mfe.govt.nz/publications/rma/radio-freq-guidelines-dec00.pdf
